Kelly was delighted to speak at the Third International Congress on Reproductive Law in Ukraine on Friday 8 November 2024 by Zoom. She was asked to join the Co-Chair of the Organising Committee of the Congress and moderator for the session, Olga Danchenko, a Ukrainian lawyer who practices family and fertility law.
Kelly spoke in the second session of the conference, which focused on the international experience in the realisation and protection of human reproductive rights. Kelly’s report centered around UK legislation on surrogacy and the impact of the war in Ukraine on UK intended parents. She talked about the work we did to support the parents from the UK who were expecting babies through surrogacy when Russia invaded, and to win special measures from the UK government to be able to issue emergency travel documents, and how the UK government has more recently changed its policy in order to discourage intended parents from travelling to Ukraine during the war.
